    You may have disabled the sub command dial in the Custom menu.

    As others have said, it sounds like you may have changed a setting in one of the menus. The front dial on the right side of the D70 doesn’t control many functions, so I’m curious as to what “other commands” aren’t working for you. It could be something simple like your lens not being locked at the smallest aperature, so you might want to try a different lens if you haven’t already. Also, I’d recommend buying the Magic Lantern guide for the D70 as a starting point - it is a really good reference to all of the menus and what all of the camera settings mean.
    If you have a local camera store, most of them will look at your camera and help you out for free. They should be able to tell you if it is something that might need to be repaired.

    That happen to me with my Canon D60. It needed to get replaced. Most places will charge $50 just to look at the camera. It all depends where you bought it and if it is under warranty.
    Make sure to move the dials around and that all the settings are right before you take it to a shop. Or ask the sells person to check it out before it gets send in for repair.

    Before you take it to a Nikon authorized camera repair station, call Nikon’s hot line, (800) NIKON-UX and talk to them. I sounds to me as if you may have something set wrong in your menu.
